Nov 27, 2019 What I've tried: Attempted upgrade via ISO (obtaining latest updates during setup), and WSUS all resulting in same issue; Ran SetupDiag to find out reason for Migrate-Data failure, resulted in no fruitful info. I tried to re-install Windows 10 1703 direct from 3 sources which was USB flash drive created with the Media Creation Tool, DVD and External DVD drive downloaded through the Media Creation Tool. This installation froze and would not continue so ended up hard booting the laptop.

It caught a nasty virus and I had to restore Windows 8, then I updated it to Windows 8.1 without any problems. Note: my video driver is it to factory settings, which leaves me back at Windows 8. I never get any boot options or splash screen thats you I downloaded the media creation tool and proceed 10 but the installation has been failing at the very end.
